Description Whether neither, one, or both chambers of Congress exchange hands after November 8, the policies our federal legislators will pursue will likely shift as the political environment changes from a midterm focus to a presidential election focus. The question is, will the elections make those changes dramatic or modest and how will the White House respond? At the same time, state elections will even more directly affect the public policies that matter most to those who insure the nation’s health professionals, as the majority of state houses and state legislators are also up for election this year.
